UTTAR PRADESH: PILOT PROGRAM |
|
An estimated 4 million people live in the project area of Meerut, Muzzafarnagar and Bijnore districts in Uttar Pradesh State in India, 3 million of which reside in rural and remote villages. To reach such a large population, WHP established a network of local and regional providers, with a central base of operations in New Delhi.

Using state-of-the-art satellite, broadband and computer technologies, the project links qualified city-based doctors with patients living in remote settings. Contracted local partners manage training, technological support, and delivery of medicines and supplies to all providers in the WHP network.
The health services provided by the WHP network include comprehensive preventive and curative care, as well as reproductive health and family planning services. Family planning is provided on an ongoing basis at the shops, telemedicine centers and franchisee clinics -- these providers also help WHP organize annual transit clinics bringing services close to the clients. Because these transit clinics qualify for special government grants, WHP is able to deliver care to the poorest communities in close collaboration with the public sector.The challenge before WHP is not only creating access to services for the poor but also ensuring that these services are affordable and of good quality. The project will create access by training and employing suitable people in the community. It will integrate family planning into the providers’ existing suite of health services, thus making family planning viable.
The project will use India’s well-established market-distribution system to make non-clinical family planning methods, clinical supplies, and therapeutic medicines available for purchase at, or close to, the village.
The pilot project healthcare network consists of 1,000 Sky Care providers, as well as 100 Sky Health Telemedicine Centres, 9 franchisee clinics and diagnostic laboratories, and 900 rural pharmacies. A Central Medical Facility based in New Delhi provides or supervises all healthcare services.

UTTAR PRADESH PROJECT’S IMPACT
The project’s main focus was on delivering IUDs and sterilizations with more emphasis on the former as the public sector was already delivering a significant amount of tubectomies in the state. During last six months, the project inserted 3,428 IUDs and performed 4,651 sterilization procedures.

PRACHI SHUKLA
GENERAL MANAGER
| |
Prachi has nine years of work experience in health care delivery. She was a member of the core team that established the Surya Clinic medical network of the Janani program in Bihar and successfully administered it for over three years. She looked after the integration of social franchising components into Janani’s mainline programming and initiated special efforts targeting rural clients and the urban poor through a special community outreach. Prachi has also worked for BAIF, a noted NGO working in the areas of micro-credit and animal husbandry, and for Mother Dairy, which brought about the dairy revolution in India. In both these organizations, her main responsibility was human resource development. Prachi has a postgraduate degree in industrial relations and personnel management from Bharatiya Vidya Bhawan, Mumbai, and a degree in law.

AKHILESH KUMAR SHARMA
DEPUTY GENERAL MANAGER

Akhilesh has 14 years of work experience, primarily in health care delivery. This includes six years with Janani, a reputed Indian NGO based in Bihar, and four years with the public sector, focusing on control of tuberculosis. He also had a two-year stint with All India Radio, Patna. Akhilesh has worked with the Saakar Foundation, a Patna-based NGO engaged in the fields of health and awareness. He assisted in the Taru research project conducted by Population Communication International and an action based folk media pilot campaign and research project on HIV/AIDS in rural Bihar funded by UNAIDS. Akhilesh has a master's degree in sociology. He is currently doing his PhD on unorganized labor from Patna University.

CHANDRA SHEKHAR JOSHI

Chandra Shekhar Joshi has nine years of work experience in the development sector, mostly in service-delivery programs. He worked with Liam Health Care, a service-delivery project of DKT International targeting the urban poor in Delhi. He moved to Janani in Bihar after two years. In both the organizations, his core focus was on setting up clinics, creating outreach networks, supervising commodity procurement and the supply chain, and administering the franchisee network. He also worked with FINO (Financial Information Network & Operation), a well-known rural banking company. He has a postgraduate degree in sociology and is currently pursuing a master's degree in business management.

Amitabh has nine years of work experience in the development sector, with seven years in channel management with the NGO Janani in Bihar and Madhya Pradesh. He has expertise in the areas of population control, family planning, reproductive health, and sales and operations. Amitabh has a diploma in web designing and intra-networking, and follows the latest technological developments with keen interest.

Nagesh has Nine years of work experience in the development sector, FMCG & Auto. This includes the three years experience in service-delivery program 'Janani'. A service delivery project of DKT International. Where his main focus was on finalization of accounts, Budget controls and preparation of various reports. He has also worked with ITC Ltd., A premier company in FMCG, and with Maruti Udyog Limited a market leader in automotive sector. In both these organizations, his main responsibility was monitoring / accounting / budgeting & inventory controls. He has completed the intermediate from cost & works accountants of India. He is a certified lead auditor for the IQRS system of DNV.

TAFSIRUL MAZAHIR
DEPUTY GENERAL MANAGER (MONITORING & EVALUATION)

Tafsir has been working on developmental issues since last 9 years and mainly focussed on Social Marketing, Family planning, Reproductive health and Community mobilisation. During this period he gained substantial experience in designing and managing M&E systems for large scale programmes on service delivery.
At World Health Partners , he is responsible for establishing the overall plan for project M&E including the monitoring mechanisms, data collection tools and systems (e.g. participatory M&E assessment, process monitoring, formats and report templates) for the programme. Situational assessments and need assessments to establish the programmatic requirements in terms of Community outreach, Franchisee clinics and advocacy, remains to be a significant and crucial component of M&E activities being carried out at WHP.
Earlier, he worked with Institute for One World Health in Patna (BIHAR) responsible for assistance, implementation and supervision of all activities related to the monitoring and evaluation of the Phase IV Access program and continuing activities in the VL Field Research. As part of the UNICEF Polio Eradication program in Western Uttar Pradesh province, he was responsible for intensifying and managing mobilization issues, with a special focus on resistant and underserved communities. During his stint at Janani, he remained instrumental in managing the Sales & Operation as well as implementing the M & E systems for its social marketing and reproductive health program in Bihar & Jharkhand.
Tafsir brings in rich experience in qualitative field research, community mobilization and received his Master's in Social Work with specialization in Social Welfare from Jamia Millia Islamia University, New Delhi.
